Either Docker toolbox or Docker for Windows/MAC is using a internal VM running Ubuntu under the hood.

You have to increase the size of the internal VMDK created by VirtualBox (this is a file when using docker toolbox) assigned as root partition for the Linux VM.

I don't remember exactly if it possible, but you could open the Virtual Box VM manager and inspect the details of the VM created for running Linux containers, this VM usually boot using and .iso file with Ubuntu live image tailored for running Docker containers.
